| Summary: | The Director of Internal Field Staff (IFS) is a Senior Management position responsible for the Local 221'S membership programs including but not limited to conducting membership drives, increasing member participation in union activities, leadership development, contract enforcement and collaboration with other departments to engage members. The Director of IFS supervises Worksite Organizers in carrying out their duties to organize workers in bargaining units currently represented by SEIU Local 221 and strives to enhance the membership experience in all aspects of the Local Union programming. A creative approach to member involvement is crucial to Local 221 being a 21st Century Local focused on growth. The Director if IFS oversees a staff responsible for the planning, organizing, supervision, coordination and evaluation of membership programs and committees. The Director of IFS reports to the President of SEIU Local 221. |

| Description: | -Implement membership programming including representation, leadership development, and new member recruitment -Evaluate the membership experience measured by retention, involvement, and growth -Develop and implement strategic plans -Supervise staff representing members working in publicly funded jobs -Develop activities related to our members at work, home and in their community that encourages sustained member involvement and increased member satisfaction with the Union -Train rank-and-file leaders to engage co-workers in activities that move the organization's strategic goals -Protect worker's rights through contract enforcement, worksite actions, and collective bargaining -Manage and win campaigns utilizing members in the worksite -Maintaining understanding of labor law, politics, government organizations and other issues related to the workers represented -Process grievances, disciplinary appeals and/or Unfair Labor Practices up to and including final level of Civil Service Commission, Personnel Board, arbitration, PERB or NLRB, including investigation, preparation of witnesses and exhibits, and general development of case; -Interpret collective bargaining agreements, ordinances and laws to members, leaders and other workers; -Analyze employee relations problems and recommend solutions to workers, leaders and Union and management officials; -Continuously evaluate program success and adjust plans as needed -Coordinate with other departments to ensure a comprehensive field program that encompasses all areas of the Local Union -Responsible for the professional development of the Internal Field Staff -Develop action plans for staff that will attain goals, while considering areas of strengths and areas of weakness -Work with other senior managers to formulate policies, resolve issues and set priorities for the members and staff of SEIU Local 221 -Ensure compliance with expectations from the Office of the President as well as from the Local and International Executive Boards -Correspond and meet with employers to resolve workplace issues |
| Qualifications: | -Must have 3 to 4 years experience representing workers as a business agent, worksite organizer, or field representative -Must have experience with union organizing drives -Contract negotiation experience preferred -Bilingual English-Spanish preferred -Understanding of the California Civil Service Code, Public Employment Relations Board (PERB), National Labor Relations Board (NLRB), Meyers-Milias-Brown Act (MMBA), and other High level ability to communicate orally and in writing -Ability to plan and coordinate campaign and contract activities -Analytical skills directed towards investigations, planning, preparation and processing of quasi-judicial hearings and/or preparation and negotiations of contract agreement documents -Ability to multi-task and work under pressure with strict timeline |
